I doubt this is a bug. I think some of the pods are supposed to be empty, giving the quest a certain lottery element. I think if it were a bug, all the pods would be empty.
The developers had announced that prices for services like separating enchantments from gear would go down with the Sharandar update. Didn't happen. I have learned to only believe the announcements of bad changes from those people.
Yes, the times are inconvenient for me too. Always when I'm online, that Delzoun Crypts and Iron Tabernacle stuff is running, which I don't do. I always have to stay on hours longer than is convenient or come back at inconvenient times in order to get in a DD.

It is most glaring in the new Master Of The Hunt Skirmish, because there are so few adds in it that TR and GWF are usually hitting the same monsters throughout the whole skirmish.
