Other than my main TR and second DC, I can't get jubilee quests on any other character. I need them on my CW

I think this is a bug. I am on a TR and when I am not moving, both mounted or unmounted, the screen scrolls in a 360 degree circle without me touching anything. I can't stop it. When I am moving, the screen scrolls to left or right when I am going straight. Unfortunately I am one of those players that gets motion sickness…
