Well in that case, I think the way to do it is to buff other encounters. Make it so DF is not as important. If I had 3 good encounters with reasonable CDs, that combo-ed together, I would be hard pressed to use DF. Perhaps switch sly because then I don't have to mess with the 3rd hit.
I don't think anyone would be opposed to diversity. However, DF is the inherently better than Sly Flourish because it's more difficult to set up. If you made it not as rewarding, no one would use it. Getting locked into a mob is a big minus. I've died more than a few times because of it.
DF is still the best option for us. And you're suppose to weave in wicked reminders, stealth into lashing, shadow strike into lashing, and dodge boss circles and big telegraphed attacks so you can maintain max stealth damage and combat advantage as much as possible. Stop whining - PvP Rogue got their daily skill nerfed by 60%. Our PvE at will got nerfed pretty much to oblivion. Duelist's furry will now give us 60% less crit severity and 50% less bleed damage. Now you will be able to kill everyone in PvP and probably be the highest DPS on PvE. Happy?
Dodge - count to 12 daggers/or if you have balls dodge to where you think he is so you can see him regardless of stealh and cc him out of stealth. Can't throw daggers while moving - limited ammo.
