Is there a viable build for GF for PVE in mod 6 that won't break the bank? I need to respec as I cannot seem to survive most of the end game PVE content; but have no idea where to begin. Any help would be appreciated.

Don't expect it is going to be cheap. Stones should be at least R8, RP-based gear and artefacts purple. It is barely beginning and 30% efficiency compared to max rank.
Prioritize AP gain, stamina gain, aoe resist, deflection, ArP, recharge speed. ArP + "resistance ignored" bonus from DEX should be < 60%.
Boons - pick what gives extra stamina gain, extra heal on hit, incoming heal bonus, penetration/crits, deflection.
SM Tactician gives both defence and offense capabilities due AP gain mechanics and synergy with Steel Defence. First upgrade rank 4th are Shield Talent, Steel Defense, KV, ET, LS.
On heroic feats I dropped crit chance and bonus to encounters for sake of more shield protection and combat advantage damage reduction.
Gear:
AP cloak is must.
2 crafted rings of piercing - 2 slots, good stats. For jewelry reinforcements I recommend Stamina, AP gain is not issue on such build. Armor reinforcement - don't bother, lowest priority.
You should have 1 artefact from Blackdagger zone mission, one sigil of GF from Vault-9. I like 4 sigil artifacts combo - DC (extra ap / recovery / healing bonus) / SW (deflection/stamina) / GF (deflection/aoe resist) / HR (recovery / stamina) but it is not necessarily quick option for you.
You need augment allure stone and start collecting 3 Loyal Avenger pieces - gives 6 gem slots total, many offensive stats in gear itself.
For other companion slots i recommend Leprechaun, Honey Badger, Angel of Protection and Rust Monster.

Depends on playstyle, because mine is Crushing Surge/Tide/Crescendo/FR. VM has bugged activation so adds can kill you even with Steel Defense. Cleave unless Conq path taken has not so impressive damage 1v1, WMS is good ... when Unstoppable active and you build all these crazy stacks with GWF.

WMS>Cleave this mod. better damage with a wider arc, meaning it's easier to hold aggro on a team, and clear mobs when solo. It also has the added bonus of the second hit connecting even if you put your shield up before it fires. I put points into cleave AND WMS for some reason during my last respec. I think I was just tired and not paying attention, but it gave me an opportunity to compare them, and WMS is the clear winner in every respect.

60% is already too much. WMS/TOI aswell as mark reduces the DR already. ~50% is enough, if not too much already.
I can tell a lot of you guys don't bother to experiment much.
Gun for 7-8% lifesteal. Then, try Steel Blitz, Steel Blitz offhand artifact and Commander's Strike in your next dungeon. Add SOS and Guarded Assault for more damage, Steel Defense and Villain's Menace for more survivability.
I don't think Armoured specialization actually works. It never worked for a long time and I think I did test it to see if it changes my DR, but I can't remember now.
in any case remember soulforge its a must, why? theres a stupid bug that makes u take insane dmg every few min, meaning u will die several times for that reason, when u are revived it will stop the bug for a few min, so soulforge will save u and or party when it happens cuz having your party trying to revive u will end in a wipe 80% the time.

possibly, though for some classes/builds normal plague fire gives it a run for its money.
