Right now I am a level 20, thats why I'm asking for the best way to build my paladin in order to don't waste zen or astral in respecs!
I read around that protection is the best way, but I was wondering if devotion is a good way to go as well.
Both Devotion and Protection are good and they are good for very different reasons.
At this time Devotion with Justice is a very strong spec, similarly there is a good Protection Justice spec.
I personally run a Bulwark Protection build and I find it to be flexible, durable and fun. I'm aware of a Light Protection build that does some interesting things as well. There are a couple of threads around discussing builds for Justice paladins already, but the other builds haven't received any specific attention, and require a bit more digging.
but the other builds haven't received any specific attention, and require a bit more digging.
The reason for this is because, to be honest, Justice gives more bang for your buck compared to the other two. Things are there immediately, there is no winding up, or waiting for specific triggers. They are there. In all honesty, several of the feats in Justice should have been for the other trees. Honestly, I think Justice will be nerfed and/or changed, if the other two trees aren't buffed, because I think it's just ridiculous it seems that every 4 out of 5 paladin builds are Justice at the moment, because it is that ridiculously versatile versus Bulwark and Light.

This will result in 2 things ;
1 People will just stop pvping after facing this set up a couple of times
2 You will make certain the qq will reach new lvls and the devs must nerf the hell out of that daily also.
If you feel like abusing a game so much find a nice pc game for solo play use cheat codes and pretend your gods mkay.
This is absolutly the contrary to what this game need............
~ Adam | Trickster Rogue | Master Infiltrator Saboteur
~ Essence | Hunter Ranger | Pathfinder Trapper

There are several guides around for Justice builds which claim to be the awesomest thing ever, take a look at those as well.
Obsidian Oath - Warlock
A whole lot of other Obsidian toons as well.

What this means is that if you go to http://nwcalc.com/gf?b=p9q:4zs3g:70ng,1l0u504:b555v:b0000:60000&h=0#/ and plan out your build you can share your plan for discussion and people can give feedback, regardless of the approach you take.
