Regarding weapon enchant

Hello , May i know that is the trans fey increase 18% damage to me is on at-wills ? encounter ? Crit ? Or Daily ? Or all of them ?

2nd question : Is trans terror only increase my non crit damage only ?? Crit is not increase by terror

    And also I do heard some of my guildmate do mention that Trans fey is gonna be fix/nerf soon? Is that true ? But my guildie could not clarify that wether is just a bug fix or really going to nerf it ? He said dev did mention about it and I can find it through Dev track forum but I could not find it . Can someone clarify it please..Would be very appreciated...Sorry for bad english
