Transcedent Feytouched Enchantment

Some people talk about it already and yesterday i saw it too. "Transcedent Feytouched Enchantment" with Elol set 2/3 hits for kill any Boss! Buged\classFeatureBuged\featBuged?! So what is wrong with this Enchantment, because kill any boss with 2\3 hits is not normal.

    The enchant is utterly broken, can buff mods, debuff yourself and yes, also produce seven-digit hits from encounters or procs (Storm Spell / LoL set).

    enchant is way too random, it either doesnt proc at all or works normal or it sort of stacks the buff/debuf or it buggs your critical dam(counts 0)ect
    btw , i ve been using that for 2 weeks, that 2/3 hits never happened to me
