Since last update I can't get my golden quest path to display on my screen. NPC icons only display slightly behind my character, as with firepits. Quest items don't sparkle until I am right on top of them, making it hard to find them. I have to talk to every NPC to find quests, or see if they are a store or whatever. I have tried every screen resolution, and every graphics setting. Z button only adds/removes quest path from mini-map, not on screen. There must be a way to reset this, besides doing a uninstall/re-install. Anyone else have this problem?
Yes, sometimes. No quest path, no NPC icons, no firepit effects.... but I can see icons and effect if facing away, see effects slightly behind character. Something is backwards in my graphics settings..
Also can't queue for skirmishes, none showing on list. I think my character is bugged out...
I have the very same problem, effects like the golden path aren't there or disappear once the camera is too far away (by what I mean 'once the camera isn't glued to the effect') and the interaction-symbols are invisible. However for me the red markings of an enemy strong attack are invisible from a distance, too.
The problem occured first after I reinstalled my PC, before everything went well - I do know that there was an update in between, so I can't really put my finger on the faulty instance: the reinstallation and reconfiguration of my laptop or the update.
As you did, I went through all the graphical options, ingame and offgame, additionally I tried several newer and older graphics drivers as well as sound drivers (as I had the stuttering sound, too), changed the program's priority, reset all options, tried about every graphically related command in the /cmdlist and even deleted all the game's files to let them be downloaded anew, which took, thanks to a currently slow internet-connection and 14GB of data, about half a week.
The problem persists.
Have you found a solution yet? Do you still think the developers have to look into this or we are missing something? (And it is a problem caused by Neverwinter Online, other, more GPU-demanding games on my VAIO have no problem at all, and certainly no problem with missing effects.)
Anyways, the game is seriously harder to play with these effects missing, especially not seeing enemy strong attacks from just a little distance blasts my poor rogue, who's depending on not being to close to enemies, to death far too often. (Plus, the missing effects are above all a decrease in enjoyment.)

Solved it! At least for me. The problem was rather easy and... well, it's embarassing.
It seems of the two processors my system has I accidentally managed to activate only one.
Now, that this is remedied, I've had no further graphical problems!
Perhaps it can help someone else, here?
