Frost and Frostburn Enchant Duration BUG

Both Frost and Frostburn enchants do not debuff for the appropriate time. It looks like it is debuffing for 0.4 seconds, and NOT 4 seconds.

Aside from the bug, the duration should be much longer (10s?) for these enchants, as it is really the only thing it brings. It would put the enchants more in line with other enchants.

    IDK how about Frostburn but Frost works fine for me when i strike a foe/foes they are disabled for 4s. At pure rank in pve you got 35% chance with every attack to decrease deffence for 5s (idk how many it is but it increase my dmg for about 10%) and at transcendent that will also debuff targets dmg by 5%.
