Things to note:
1. Level 73 enemies have roughly five (5) times the health of level 60 enemies.
2. The minion:standard ratio changes from 60 to 70+. However, minions in general are less consistent than other enemies, so this may be sampling error. If it's not sampling error, then level 73 minions have roughly ten (10) times the health of level 60 minions.
3. Enemies in minor heroic encounters seem to have three (3) times as much health as regular enemies, although I only took a couple samples.
4. Level 70 enemies inside the Vault of the Nine quest had 30% more health (50% more for minions) than level 70 enemies elsewhere. Hypothesis: Vault of the Nine was overlooked during a tuning pass.
For reference, here is a table of enemy damage resistance, since it contributes to their tankiness:

The "difficulty" roles can be distinguished by counting the segments in the health bar:
minion: 1 segment
standard: 3 segments
elite: 5 segments
solo: 7 segments (or is it 9? I can't remember)

solo skirmisher: Fomorian Warrior
solo brute: Ogre Savage, Plaguechanged Maw, Shocktroop Devil, Foulspawn Hulk, Magma Brute, Thoon Hulk
I don't know of any solo artillery, hence my projected values for their HP.

Now, we can define an enemy's tankiness as: tankiness = health / (1 - damage resistance)
Then the following table shows the tankiness of various enemies divided by the tankiness of the same enemy at level 60:

Notes:
1. Minions clearly received the greatest boost in tankiness from module 6, because of the change in how their health is calculated.
2. Because damage resistance is more valuable the more you get, enemies with more damage resistance at level 60 received greater boosts. For example, brutes were boosted more than controllers, and solos were boosted more than elites.
Is there any chance to test the HP/DR of mobs of HEs and/or Dungeons?
Damage resistance can be tested by anyone who runs the content.
Exact HP values are trickier, hence using the foundry author kill command. The foundry author character can't queue for dungeons or skirmishes, and has to unlock zones like any other character. So some Heroic Encounters are easy to visit, but others aren't.
