It's 40k xp to level from 20-21, 21-22, etc.
The highest xp-per-hour task at level 20 leadership is Chart Region at 80xp for 2 hours, followed by War Training, at 240 xp for 8 hours, and Patrol the Mines/ Assemble Maps, at 120 xp for 4 hours.
I took me just over a week to reach 21 running the following slots: War Training x3 in 3 slots (I used green Men-at-Arms to make it easier to run 3 times); Patrol the Mines x3 + Deliver Metals in 3 slots, and Fight Spellplague x3 in 2 slots (if I had a 9th slot I was doing Alchemy). Note that this gives you a measly 7200 AD daily.
Once you reach 21, things speed up because you can sub in Train for the Protector's Tourney, at 500 xp for 8 hours.
So if you're only resetting professions once or twice a day, or choosing tasks that reward high AD rather than high xp, it will take a while to see your bar filling up.
