how to use artifacts

Just got my first artifact. Probably a **** question
I'm sure. But how do you use artifacts? I got the shop keeper one, but every time I try to use it, I can't. It either says wrong area or not enough charge. I've tried using it everywhere and no luck.

    Lb(b) should do the trick. With a shop keeper I think you can't be in combat to summon though I think he defends you if you get engaged post-summon.
