[bug] Ghost Stories quest have bad scalling in last building near the stairs.

Players arent boolstered up to lvl70 inside the last building and lvl70 NPC cannot be kileld by lvl60 characters as players attack deal ~100-300 dmg max with encounter abilities, rofl.
