Rank 4 Powers glitch

I just logged onto the game for the first time today. My Level 60 Guardian Fighter had 2 power points that I had not spent, so I decided to use them. When I selected a power that I had at Rank 3 already, the game gave me the option to upgrade it to Rank 4. Shouldn't that only unlock once my character is Level 70?

    yes same for me but i didnt have free points, ferocios reaction is at rank 4 and im level 60

    its the paragon path power that is able to upgrade to rank 4 at lvl60/60pts. The rest u need to wait till lvl70/70pts. Not sure if its WAI.

    AFAIK only spent power points matter.

    Yeah this is how it is on my CW too , paragon path powers can be upgraded to rank 4 but all the others cannot ( I guess until 70)

    my guess is that its not WAI due to the fact that at level 70 and 70 points spent we unlock the 4th tier of powers similar to how at 20 points spent we unlock the 3rd tier of our powers.
