It's an mmo not a single player game. How would you even have choices?
Daily quest for chaotic, lawfull neutral ending choices, same for evil, good, neutral, executing players in pvp for some evil karma, resurecting them for some good, win match with no kill but hell out of caps for neutral karma, same amout of good and evil things also will balance for neutral (true neutral) plenty of ideas if u ask me, run t1/t2 dung with ppl only under 9/10k gs (with timer, all doing dmg) for bunch of good karma(depends how many of them is under those 9k gs). i can keep going with ideas, it not only must be kill or not to kill, it should be adapted for MMo, as u have said.

No idea what you are talking about.
We have options to change apperance of our main set items and 4 "costetic" slots: Head, Upper Body, Lower Body and Weapon.
(note; changing weapon apperance in cosmetic slot is not gui–available, but still exists)

Here's the problem, if you give those no reward, they will be ignored except for the 1% (my guess) of the playerbase that is into rp. If you give them rewards you'll have min-max guides online the next hour about how to get max power out of them and they won't matter again except to the 1% rp players. This is why I said that it doesn't work in mmos.

Just give me Legendary versions of the old dungeons with decent drops and without chezzy one-hit wonder bosses, and some new artifacts for rings etc and I will be a happy camper.

-Swapping between build specs at the click of a button
-Multi-power bars (even if it's just to quickly swap preset skills)
-The ability to zoom the camera in and out without having to use a command line or inspect mode
-Changing environment cycle (Day/Night)
Those are some of the most basic things to have in an MMO.
I could care less about 1v1 or duel system. I've seen enough of Goldshire or derpy players running around spamming duel invites. No thanks.

As for jail, it's silly. If you want a good taste of it, try playing ARCHEAGE. Actually, for ALL the things you listed and more, play ARCHEAGE. Lack of all the things you listed (and more) are the reasons I DO play neverwinter and not ARCHAGE. When you have all of this <font color="orange">HAMSTER</font> all you get is a bunch of trolls trying to out troll or zerg eachother. Neverwinter is a peaceful game in relative terms.

Gothador, a much older, almost text-mode 2D MMORPG that I used to play, had all this. For cosmetics, you could ask a dev to design your own personal skin, based on a description. You'd say "I'd like a pirate look, with a parrot on the shoulder" or "I'd like to look like Sephiroth in the Advent Children version". Also it was possible to save a char set by binding it to a key. Then you would instantly switch from your pve set into your pvp set (gear, powers, class feats, belt).

I'm not thrilled at the thought of any of these. If there are upgrades available, Guild Halls and Player Housing COULD bring in revenue for PWE, but they aren't of particular interest to ME. Marriage seems irrelevant, and not worth dev time. I'd protest not because I'm specially opposed to it's availability, but because I'd resent them spending time on THAT when there are so many other things that need attention.
Regarding prison, it's an interesting thought. I don't think it's really suitable for Neverwinter, but done right, it could be a cool feature. I wouldn't want it to just be something for dealing with cheaters; for that I'd rather they just get banned. It would have to be for a game that allowed players to make actual CHOICES. It might work well with the "Karma" system tied to D&D's "Alignment" system, in that if you make enough "Evil" choices, Law enforcement comes after you, and if you succumb (die) ever, you wind up in a special "prison" dungeon that you have to escape from before you can continue with the rest of the game.
- Guild halls/Player Housing: An interesting social addition, but it would become just another place to afk if there was nothing else to do there.
- Marriage: I like the idea of a transmute, similar to the fashion set, but an ingame feature is too loaded politically and roleplayers don't need a feature to roleplay.
- 1v1 / 2v2 dueling: This would be nice, but it might promote people to be more antagonistic in pvp.
- More cosmetics: Plenty of these flying around taking up bagspace and bank slots. Focus should probably move to more quality than more quantity.
- Option to save a character appearance: Can be nice, but its more akin to bank slots. A convenience not a requirement.
- Prison / Judge system: Not a good idea. Vote kicking and the associated que penalty is enough power for anyone.
My own personal choice would be to improve the foundry rather than just adding a weekly update. Games that have had some of the longest lifespans are games that have given players the tools to mold the game. Foundry is that tool, but it has some seriously problems that prevent it from really taking off. Some of the user made dungeons that I have played are more enjoyable (imo) than the queable content.

Why is the game with the most awesome combat system and movement (IMO) is the most boring out of them all?
Okay.. you finish your dailies, do a bit of PVP, couple dungeon runs, then what? That's right, there's nothing to do, literally. I cannot think of a SINGLE THING to do outside of these.
I refuse to leave NeverWinter due to the Camera/Movement/Combat (I HATE having to hold right click for my camera to move like most other MMO's).
With more fun features implemented.. this game could trash any other MMO easily, seriously.
There's barely any "basic" features in that list of yours. =P
Even WoW, the reigning champion's missing half of your "basic" features.

The only thing I want to see in this game is Dual Spec. Happy with everything else. Give us the ability to have at least 2 gear setups and power tray setups we can swap between. Hell, charge an amount of gold to switch between the two. Its not a "Basic" MMO feature but one that I think well evolved MMOs adopt eventually.

It was basically punishment for breaking the rules. You were muted and transported to The Abyss for a set amount of time.
You couldn't teleport back, a GM had to teleport you after your sentence was up.

Guild Hall - i have played a few MMORPG in my 31y, just a place to be AFK u say, well use your imagination, i have been in guilds where guild halls were dynamic, like build guild hall, get new shops (guild shop item nowhere else found), guild buffs from other building like every guild member gets a buff if we manage to build it (100 power, 100 crit and soo on) building with lv, where guild-member have to contribute to the progress, with guild dailies u get on guild hall each guild daily finish 1 point, 100 to build building x, 500 to lv build y. and so on, companions free to guild member buy building a companion building, a mount from building stables, special potions on guild potion shop, all need big guilds with member working to make it stronger. (leave kick from guild) puff bye bye mounts, comp, buffs.
what profit PWE would get for start guild hall are not free so u need to buy it on zen market - to make building u could need x points from dailies (guild 1s) and a token zen shop 200-1000 zen may sound alot but 1 guild with 50 member playing to make it strong that wahta 5-10k ad each member.
marriage - nothing special or new wrong again, buy marriage pack from zen, find a person u play most times get married, when in party u get a buff from being married (power crit what ever), cosmetic/fashion item in pack (more visual), auto teleport to you couple location (stone of tp or whatever) - revive your couple from far. so on and on, marriage dailies increase the marriage lv new/more powerfull buff for being in party. (in any case it may sound strange to you but i play with my girlfriend, some actual wife's and husbands so its not rare to have 2 ppl that play in party together all day long).
Palyer housing - some ppl like it why not more option for those who like it, more zen to buy it + u can get items for it in dungs and sell on AH or so, more bank space in house, dailies that only can get there tha reward some hitems and so new buff.
Imagine a game that would of started with all this (and actually worked, wasnt borked, or completely exploitable)....

PS some of this stuff I can see fitting in better here than other games that already have them BECAUSE of the association with DND and roleplaying.
But alas I think its too late for those ideas. Instead we need more reskinned mounts. and ofc ill get the "but they are diff depts!" crowd, well why not shuffle some of those depts around. o forgot, money.

In my opinion, something like player housing could be added with minimal work, and still turn a profit; Use a small basic instanced area, and provide some amenities that we already have:
1. Put a mailbox somewhere in this small instance.
2. Use one of the existing chest models to represent your "bank", and have interacting with it take you to your personal and account bank.
3. We already have indoor hearths/fireplaces, so that can be the campfire.
4. Have the exit/entrance to this instanced area be at the end of the short path that leads to the front door of your home. make it so we must go to the world map to get to our home, and have it be an icon on the world map somewhere.
5. Champions Online already has a system for inviting others to your home, (called hideouts there), so that system should be able to be ported over.

Great - now calculate the manhours needed to do this for every character in the game. In 3D. Now calculate how much money that will cost the devs to have a 3d artist making custom skins - without "it needs to be 20% cooler" requests for changes.
If I were to (very conservatively) estimate 50,000 characters, and 4 hours per skin, you now have enough work for 1,000 people for a year.
The skins themselves would need to cost in the neighbourhood of 30,000 zen (zen, not AD) to make it at all worthwhile.
The swappable power sets, though - I'm all over that. Maybe as a reward for getting your 81st (and last ever) power point? Such a pain to try and switch powers on the fly.
U mean that IWP where 1 vs 1 can be easly interrupted? its only fake version of 1 vs 1.

Not to mention that last I knew it was not possible to get the same instance as a friend in the opposite faction 100% of the time and you need to do a big dance to work thru that. (may be a little better lately since not as many people are in IWD.)
Lol this game has such a big leak of content and you wish for stuff like this? xD that would be something they could at the end when everything is fixed and some good content would be added to the game... I dont understand why people wish for housing/guild halls etc. go play some sims 3 or stuff like that or get some stuff for your own house/flat wtf^^ total waste of time if in my opinion. If you have so much time for doing stuff like that, you really need some social life man...no hate here seriously...they only good idea is the 1vs1 i dont get why the devs have not added it yet... Action combat system/pvp but no duel function...

All the content is in DnD 4e already, we cannot ask for content, the content is in the DnD books. So, yes, there remains our asking for stuff that will make the game more pleasant to play, more immersive. Slower speed when your horse is running uphill. Slippery ground when it rains. Player's home. Guild's lobby. Farms, crops, cattle.
