Payment options missing?

  Scroll down to Alternative Options and you will see Bill to mobile

  I don't understand what you mean, you mean when you click the button that reveals more payment methods, because it doesn't show there either.

  Click charge up top in ARC then scroll down to the section for Alternative Options, it will say BilltoMobile, press Click Here and continue filling out the requested fields to progress to the mobile payment options.
