After CW and GF I'm planning of retooling my buff PVE-DC from Mod 4. I was running the common high power spec with Battle Favor, Linked Spirit, HP and Divine Glow.
The beauty of the buff DC is, it pretty much stayed intact in Mod 5, but deals additional damage as well because most of the buffs we get from the Righteous tree.
AC vs. DO
AC will still be the buffing Paragon because of Battle Fervor and Anointed Army. Not only do you share 15% of your Power with the group, range is pretty decent as well, but through Have Faith and Blessing of Battle everybody also gets 11% additional DR, which is as good as feated Foresight.
DO can dish out more damage. I wouldn't go into Foresight for PVE, because you waste five points with an useless T1 feat, but rather go full Righteous.
Encounters Divinity Sunburst: Applies a HoT and DoT proccing Have Faith, Bear Your Sins (currently bugged and not working most of the time) plus builds up Condemning Gaze in a heartbeat. Normal Divine Glow: Debuff for enemies and HoT (Have Faith) plus DR% boost for allies. Divinity Divine Glow: Instant Heal and damage boost for allies and damage debuff for enemies. Empowered Forgemaster's Flame: DoT on one target (Bear Your Sins, Condemning Gaze) plus damage boost to all nearby allies (haven't tested range).
Empowered Divine Glow: People are reporting this is bugged for extended range at least?
I envision a rotation like this:
a) Blessing of Battle
b) Normal Divine Glow
c) Divinity Sunburst
d) Divinity Divine Glow
e) Divinity Divine Glow
f) Empowered Forgemaster's Flame
g) At-Will of choice to build up Divinity
In solo play you can easily switch Forgemaster's Flame with Daunting Light and deal massive damage.
This should theoretically be a very strong rotation for the group, but it might be a little hard to apply Divinity Divine Glow to the majority of the group members. Probably will benefit only melees that are standing inside mobs while you spam the Encounter.
Gear
Just like with the GF's/GWF's Threatening Rush, they completely missed giving Golden Dragon's Champion an utility upgrade for Blessing of Battle. That's inexcusable in my eyes and really annoying. Nobody needs that damage upgrade. My final choice might simply come down to what stats I need and then I'm going to use the corresponding At-Will.
I personally won't go all in on Power any longer with Linked Spirit gone, with all the Artifact gear, Artifacts and Companions you will be giving your group a sizeable 5%+ buff anyway.
Synergy with GF
Has anybody tested whether the +DR% from Foresight/Blessing of Battle/Have Faith does add to the ITF buff? I know gcrush once said mitigation like the one from Astral Shield does not, but at least the tooltips of Have Faith and Foresight say it's a straight addition to DR%.
I haven't tested this at all on the field. Thoughts?

I prefer Break the Spirit over Forgemaster. Tested on dummies and it has more range and as I recall the buffs are better. I am using plaguefire to generate DOT to trigger Bear your Sins.
Forgemaster's Flame deals quite a decent single target damage - in GG I often get the Paingiver top spot (with a DPS specced DC. ofc). That's what I like about it in PvE. So while its buff might be lower, it's IMO highly use- and helpful against bosses and heavies. Also the divine FFs do actually damage to stuff...
I am trying something like this, AC, righteous spec. My loadout so far is astral shield / FF / divine glow. Will probably slot Break the Spirit instead of FF next time I log in; either way that will be my empowered spell most of the time.
I am using Astral Shield instead of Sunburst because I do not want to accidentally knock enemies. I went Righteous for Bear Your Sins and Condemning Gaze, which seem like good feats for a buff DC.
I am noticing that the healing provided by this loadout is poor. Since I'm not usually using Astral Shield empowered, maybe I should switch it out and use Sunburst like you say.
