The set bonus for DCs Draconic Armor reads, "You gain an aura that increases the Healing Received from Cleric spells of allies within 50' of you by 20%." (Actual emphasis.)
Does this simply mean that allies within 50' of me receive 20% more healing from me?
My other armor reads, "You gain divine power 25% faster and heal for 5% more."

Good question would like to know more about this too, tooltips are often not helpfull in this game.
A straight up 20% is probably too simple. With righteousness we heal ourselves for 100% and allies for 170% so i think this set would let us heal our allies for 190% so its closer to 10% increase then 20%. Because i don't know this for sure its speculation on my part but this is what i am assuming the set does.
My question about the set is does the bonus include ourselves? Are we one of the allies or only the rest of the party

I remember there was another forum topic discussing this. I did a quick test on my companion, with another set I healed it in the lava, then I did the same with the draconic (made sure I have the equal power stat), looking at the heals it did come out to be extra 20% healing power on average.

Sounds like a great healer set then, 20% is really nice.
I have the full Draconic armor set - absolutely loving it in in HEs, Skirmishes and the few DDs I go to. Even got a great comment about it once in a while. For DCs it's a really good set. I'm not saying it's the best generally, but if you want to go "healing-focused" - it's the best.

Yes, I have it too and with 2 white dragon glyphs on it. My DC is focused on healing so, for me, is a very good set.
