Dragon Timer! ^_^
Function (version 1):
On use displays all timer countdowns (in all instances) for the dragon in your current area for x minutes (after which you need to reuse the artifact). Upgrading decreases artifact cool down time and increases x minutes the times are visible.
Function (version 2):
On use teleports user and their party to a new instance where the local dragon will spawn in 3 minutes. Upgrading decreases artifact cool down time.
Used in zones with no dragons a message will simply state "No dragons detected".

Or better yet, provide the timer in the transfer channel window...
That way we wont even need to waste 1 of our precious bag slot. xD
