Race halfling or dwarf.
Grab heroic defensive feats and power from defense feat, rest of your choice for pve.
In sentinel tree get the daring shout/ come and get it feat, rest in usual sentinel feats. Grab the power from ARP- recovery feat from destroyer.
Slot bravery for deflect. Slot daring shout, come and get it and ibs during dungeon run/ adds fights. Go in the middle of mob crowd, daring shout to get tanky as hell, come and get it to group mobs and buff your attack, smash ibs on 3 adds where They are most crowded. Aoe at-will on marked adds for extra damage from powerful challenge.
Slot power. The higher your power, the higher the damage from daring/ cagi feat. You deal 50% of your power as damage in aoe. From what i've seen, not split. Means that if i have 10k power, and i hit 5 enemies with daring shout first and cagi after that, it's 10k on each mob for a total 50k. Then ibs aoe and wicked strike aoe on marked adds. With avatar of war set it's even more effective if you can keep onslaught up. Also grab the boons giving you power from missing stamina and from enemies hitting you.
This is the first stuff that come to my mind. May be more exped pvers have better builds/ knowledge.
When on a boss go for restoring strike, ibs and may be takedown or something else of your choice, and threat rush to mark.

Ok well here is what most top end pve gwfs will tell you
Sentinel still is in a tough place for pve
Groups that run dungeons generally fall into 2 different groups
1. The groups that over gear the content.. And with these groups there isn't really a need for a tank.. And if they chose one it will alley as be a GF.. These groups are all about dps.. And will stack as much as possible to make the run as fast as possible..
2. Groups that have low gear/experience... Problem here is that these groups will always chose a GF and probably a DC as well.. Leaving no place for the "off tank" low dps sentinel...
The problem with sentinel is this.. Is still struggles to hold effective Agro for a group.. A GF holds Agro so much better and can tank far better.. It also has probably the best party buff in the game currently.. Knights valor..
Sentinel just is not effective for pve... I'm not saying it can't do an ok job,. Sure it can... But there will always be better options available than taking a GWF sentinel.. That's just the way it is...
In terms of pve.. A full dps destroyer will always be more desirable and useful.. And if you think you might join the over geared groups for dungeons.. Destroyer is the only option
I wouldn't mind a GWF tank as an alternative to taking a GF in a group tbh...and always prefer people use skill over just relying on being overgeared.
The trouble is I have yet to meet a GWF that a) is specced as a tank and b) has a clue how to tank. A large majority of GWF players are just about charging in to as many mobs of possible without regard to rest of group, cos they still think they are unkillable in PvE...tho I have seen a few die this way :>

The problem is, the damage given is too low.
I followed almost what xd109x's build except 2 in disciple of strength and 2 in devastating critical (to give it some extra damage and burst damage). Furthermore I put 5 in disciple of war instead of defiance to give it some additional damage. I also used roar, and this way in PvE I noticed you can be in unstoppable almost 30-40% of the time. So pve wise its GREAT!
PvP wise, you are a tank. You sit there and able to do nothing. You can hold out the mob for a bit but if the rest of the team is not producing sufficient damage, you are nothing but a walking punch bag and not viable.
[ PvP wise I used Daring shout, Come & Get it, Restoring Strike ] - very tanky - almost can stall a 1v3 situation for a while at times, but you have to rely on your team to do the damage while you stall. Overall pvp wise it needs a 20-25% boost in damage, somehow. A lot of times the mob is not with you and if it's a mob vs mob the enemy team will hit the high dps classes first - such as cw/hr/sw, etc leaving you at a disadvantage in a PvP. I wasted some AD and would not recommend for anyone going for this build if you plan to PvP.
Overall, it's better to just go GF unlock boons and get your bracer drop in IWP for a 4x p.ice and it's a much more enjoyable if you want to be a pure tank.

My suggestion if you actually wanted to make a tanking GWF would be a build a bit like this:
