    you get the original one.
    one from the blacklake district
    and one from the cemetery.

So that's three unless I'm mistaken.

I suspect you haven't finished the graveyard completely.

Go back and talk to the doomguide and see if he has a task that will unlock the quest from Chatterbell (or whatever the name is) for your 3rd bag.

Many also get free bags from various packs they have bought that you would not get but you should have the 3.

You start with one bag. You get a second bag in Blacklake and a third one in Neverdeath. Any further bags have to be bought on the AH, the Zen market or through a promo or pack.

When you create a character, you have a certain base-level amount of storage. Some people count that as a "bag", others do not. For the sake of argument, let's call that basic initial storage "Bag 1". Now, around level 8 or so, you get a quest in the Blacklake district, which rewards you with an 18-slot bag - that's "Bag 2". Later, toward the end of the Neverdeath Cemetary quest line, you get a 12-slot bag - that's "Bag 3".

Yep, this. Your 30-count backpack is bag 1 but you cannot move it.

I have five (?) bags of varying interior slot sizes.

I've gotten them via gift from a friend, quest, promo item, and I guess one is the "first bag" everyone gets. With all the crafting I do it's very useful to have storage space.

Bags are one of cryptic's money makers. No use complaining about it either - they are a business after all. And you dont pay a sub fee to play.

I do wonder though - what is the point of the green bag on the zen store? Would anyone really get that over the blue one?

The blue bags are also sold in the Auction House. You also get a free blue bag (account-bound) if you buy $5 worth (or more) of Zen and put it into Neverwinter (as with the Zen Market bags: they are for one character only, where the two Quest-Freebies will go onto every character you have as they are quest rewards).

Blacklake: Nasher Safehouse with Zoe (The burning house)
Neverdeath: Guild of Clockworkers (a.k.a. "Clock Tower") - the "finale" quest of Neverdeath.
