Texture problems? Icons not appearing

I have an nVidia GTX 670, in case that's relevant. For some time now I've been plagued by an issue where I will log on, open my inventory, and have all the items simply invisible. The boxes are there, the colored borders indicating what their level is are there, but there are no icons. Can't see the actual inventory item. And it's not just for a few seconds, it's several minutes, then they all suddenly pop in. If I log out and log in another alt, the same thing occurs.
It also seems to happen to anything that is in one of those boxes, like a vendor, or the Auction House.
I also sometimes, though less often, get colored boxes for in game graphics, like the icons over an NPCs head will just be a white box, or the dotted line path that you follow to your quest will simply be a series of white boxes.
This started several weeks ago, and as far as I can tell only happens in Neverwinter. Is it only happening to me, or are other people having this same problem?
Any ideas how to fix it? It's frustrating to be unable to do anything for 3 or 4 minutes while waiting for the graphics to finally catch up.

I haven't spent the time to troubleshoot any causes so I hadn't reported it yet but it's good to know it is not just me.
I'd dare say its more connection related than anything else as for the last few weeks I've had an absolutely terrible connection to the game. Well, when I could connect.
AMD Graphics here.
Def not connection problem. On safe mode icons load fine every time. But safe mode doesn't render any special graphical effects. Something there is clogging the system.
