Heals from Astral Shield Nerfed during CTA?

Hi. My HoT in Astral Shield is always healing for 490 to 530 HP, with 90% of the time above 500.

Earlier today I had three CTA runs and notice that my AS only heals 240+ hp. Has AS been nerf again? Or is Tenacity working in CTA now? Anyone has the same experience?
Lvl 70 Divine Oracle
Lvl 70 Oathbound Paladin
Lvl 60 Spellstorm Mage

    CTA content is scaled. Were there people below level 60. Can't say i noticed as the whole thing is always over so quickly.

    I thought scaling is always to the highest level character in the group? Yes there were a few level 30-45 in two of those runs, but the last run has four level 60s and only one level 40+ and yet my AS heals everyone for only 230+. I don't understand.

    AS heal based on the guy's hp, for lower level character they have a little hp only, if you tick 300 twice to thrice every second they will always at full hp (assuming they only have 1k hp). So instead of 300, they will only healed for 50, understand?? So mid level character will get lesser heals.
