  Take any decent support build, throw on High Prophet set, slot Divine Glow, et voila...you are a debuffer. There's no special magic to it. It's much more about your power selection than it is about any special trick of the build.

  Sacrilege - Warlock
  Contagion - Cleric
  Testament - Wizard
  Pestilence - Ranger
  Dominion - Paladin

  Would you happen to have a link to what you consider a decent support build? I have read so many cleric guides today my head is spinning lol.
