Royal Guard is a pretty safe time investment though. Excellent stats, even if you over cap ArP too easily with it and a useful 4 piece set benefit. Doesn't matter if you go combat, archery or nature either for this set.
Far more important to get your stats and powers right than to worry about the end game gear with a new character, and the HR stats are "complicated" and power selection is affected by playstyle and paragon feat focus as well. SonI recomend investigating that stuff way more than worrying about end game gear.

just some info on the grand warden, I completed it today and ran some short tests.
using rapid shot (which is what i use most) as your at-will. It gives you around 2% more damage. this was just using a standard rotation on dummies.
It does not apply to aoe attacks, only procs the 1 1700 or so damage when it is active. Does not have any cooldown.
Not a very powerful set bonus for sure. I have yet to see any results or information about the other sets though. But for me the stats they give makes it enough for me to continue using (dont need anymore ArP or crit).
If they introduce a +power set, then i would most likely use 2/2 of that. Currently i think the fabled set is not very good (no power). Dread legion isnt too shabby though.
It all comes down to your playstyle, I use both melee and range so the stats are quite important to bring my tank up. (and get my softcap offensive stats from armor)
I will post some results from a dungeon run. Im assuming it doesnt benefit from buffs/debuffs either. nor does it seem to crit.
I would like to see some results from royal guard to see if its worthwhile (will probably collect it anyways)
EDIT: also procs from split shot (multiple targets/higher chance). thorn ward will automatically use one charge up so makes it easier to use if you have thorn ward up most of the time.
Also from some other rangers i know: Dread Legion set has around 30 second cooldown, but its chance is high when it is off cooldown.

Once a minute seems a little low. I haven't had a chance to just stand around and test it yet, and probably not til Winter Festival is over.

So while there could be a timer, it could also be a glitch or just unlucky RNG. I have had it proc several times in succession, no more than a few seconds apart. I have also gone a while without it going off, so the odds may not always be in our favor.

Now 2 days ago, its actually showing up on my screen with the notification as well as dropping 7 seconds off my CD's...love it
Royal Guard procs have been very inconsistent with me. Sometimes I'll get a few in a row, sometimes only once a minute. I wish they'd actually say what % chance it has to proc with every power use. Seems too infrequent and inconsistent to be anything more than 20%, maybe closer to 10%.

working on royal guard to see how that performs, though im not liking the drop my power will have to take for it...
currently you get around 1% more damage from 250 power (give or take, since some encounters/at-will recieve a larger bonus from it)
