Thayan Relic Fragment question

Hi all, I have opened a couple boxes, and wound up with 3 Thayan Relic Fragmens. The description mentions going to the dread circle(edit: ring) to exchange them to a relic collector. Question is, where is this collector and the dread circle?? Thank you.

    In starter camp and marked with red flame on your map. Couldn't be any easier! ;p

    Note you need to be level 60 to go there so that may be why you don't know where it is.

    Thanks guys. I'll have a look... and I'll hold onto my fragments for another 17 levels! ooof.
