That's a relatively broad question. Each class has different abilities and builds that can do different things. For example, some Control Wizards can go high burst while others go more of a DoT build, which has become easier/more viable to do with the new fire paragon path. In general, the classes with the most DoT encounters are the Devoted Cleric and Control Wizard. Yes, the other classes have DoT abilities, but the best/main ones are not usually DoT. A DPS specced Devoted Cleric can do some heavy DoT damage. A Control Wizard can use spells to dish out DoT and cc at the same time.
So, every class has DoT, but some have more than others. It's really all based on playstyle. If you're looking for a class to pick, think about range vs. melee and tankier vs. more damage. That will narrow down your choices.
Edit: As for Scourge Warlock, we don't know when that will come out, so it would be better to discuss current classes for a current context.

The closest thing to a DoT is the flame paragon CW. I slot conduit on tab, icy terrain, shard, and steal time. Rimefire will proc and refresh on every chill spell and time steal procs smolder so the numbers just fly. I'd say that's the closest thing right now. It's great on dps if there is one other wizard but lacking when you run three cause everything just insta dies so you don't get the full effect of the DoT.
