Do mobs, large mobs, mini-bosses, bosses etc. deal damage with armor penetration or is it a stat exclusively for player characters? If they do, that would make defense less valuable and Hitpoints relatively more valuable, as is the situation in PVP. I'm trying to decide between stacking HP (radiants) or defense (azures) in my defensive slots.
Same question could be asked for critical strike.

no idea if mobs have ArP the same way that players do, but stacking hp is better than def. Mobs can crit, but no where near as often as players, making certain things kinda useless (like thunderheads in pve)
I have yet to find a mob whose attacks ignore my Damage Resistance.
Stacking depends on class, context and build. But in general,
PvE: stack Defense, unless you have a lot of Defense already (2000+) or using heavy Regen. Defense better than HP due to potions and Cleric healing's mostly flat HP and because you rarely have to worry about burst damage.
PvP: stack HP (and if you are able to take advantage of Deflect by having sufficiently high Defense, then stack that).
How do you know they don't ignore your damage resistance?
Like many others, I play both PvE and PvP.
Look in the combat logs for attacks from enemies like this:
[Combat (Self)] Monster deals HAMSTER (YYY) ... to you with ...
Mitigation = 1 - (HAMSTER/YYY). (*)
If Mitigation is the same as your total Damage Resistance, which is most of the time the same as "Damage Resistance" under the "Defensive" part of your Character Sheet when you press C, then the enemy has no mitigation reduction or Resistance Ignored. For an enemy to have Armor Penetration/Resistance Ignored, all their attacks would show a Mitigation less than Damage Resistance.
If there are no brackets, i.e.
[Combat (Self)] Monster deals ZZZ ... to you with ...
then that means the attack was unmitigated, as if you had no Damage Resistance at all.
If HAMSTER >= YYY then that means the enemy had mitigation reduction sufficient to overcome all your Damage Resistance and possibly buff their damage beyond it.
(*) Deflected attacks may increase this higher than your total Damage Resistance.
