Implanting a IP ban for gold/ad spammers not only will this make them put more effort in to bypassing this but once all free VPN IP's are banned they have to start using private VPN's were you have to pay for so the gotta pay for it.
And then image when that private tracker also gets IP blocked they just wasted there money they will think twice before spending money on it so it will only discourage them more and more.
Of course there always will be ad/gold spammers but making it for them harder is what gets rid of most.
LFG Chat:

Needs to highlight class related words.
Example: 11.5k GWF LF SPELL
GWF will be highlighted in a different color for everybody so it is easier to notice for party creators that are looking for a specific class.
2:
Limiting messages for LFG to 1 message per 3 seconds will help decrease copy/past messages in LFG chat.
if anybody has more suggestions or maybe improvements for what I suggested be my guest and post them.

1 - I believe you need to reach level 15 before you can use Zone chat. Thjat may have changed though.
2 - IP Bans are a no, no, never ever, ever. Virtually everybody in the world has a dynamic IP (meaning it changes) and as such banning an IP today could end up banning an innocent individually who aquired that IP a few months later. The devs are continuing to work on reducing botting issues but IP bans are not something which MMO's can do without too much collateral damage without any real return.
3 - Interesting idea regarding using color codes. I could see that being useful to those who use the LFG channel.

I've seen characters with 'www.naughtyURLhere.com' names sitting near the AH, apparently fresh out of the tutorial, and haven't seen them in blacklake or anything, so I don't think there's a minimum level 15 restriction.
As for highlighting specific words in a chat message - I think a better option might be to be able to hover your mouse over a character name in chat and get a little popup with their class and level. Some sort of custom chat options would also be great, though.
IP bans are dangerous - if you have internet service which dynamically assigns IPs, someone could get banned simply because they were assigned an IP that someone else, who got banned, used to have...

The problem I see with that is that it can be quite hard to right click a name in a populated chat let alone hover over it.
You need to reach level 15 to be able to IM. Not chat in zone. However having this restriction WITH a high level restriction on zone chat will basically be death to new players. Being unable to pretty much communicate easily for nearly a quarter of your levels. At a point when one has the most questions, and least options available is a poor idea. Simply trying to find a guild to join, as a means of expanding their communication options will be nearly impossible with just /Say chat alone.

But actually I rather would type in once a captcha when I log in the clicking every 10 seconds "report player" which I do now when being in PE.
Absolutely no to CAPTCHAs. They irritate the hell out of ordinary people and thus are only suitable for one-off checks. They also make a game feel cheap.
Random questline or reading comprehension thing is a possibility, but a human has to level up a bot from the tutorial zone so, its neither here nor there.
One thing I have noticed is that the only MMO I have seen where there gold spammers are all but non-existent is Tera Online. I have no idea why they are so incredibly rare even in the starting zone, but they are virtually unheard of in Cities (where most players spend much of their time) because you have to travel out of the starting zone by completing a quest. The starting zone is 11 levels, so its no mean feat to complete.

I think different colors would be great. Granted, there are some derps who just want the world to burn and use zone to spam lfg and trade without regard. At least with different colors there would be less of an excuse because they at least look different.
I also think report spam is ineffectual. Going through a checklist/drop menu in conjunction with the report spam might help filter out problems and help identify which reported accounts were just people who failed at using the proper channel, which were just gold spammers, and users who are just general trolls no one wants to hear. With that being filtered, the gold spam accounts can be blocked, banned, whatever, to keep them from using that account.
Otherwise I would totally love the ability to just light the people on fire when they are reported. Their character takes fire damage and does the fire dance. Of course this would be abused like water balloons.....*sigh*
my suggestion to add, they should limit the text length to 40 spaces or less.

All Gold Spammers would have to register as gold spammers to broadcast or be deleted. Then the spammer becomes a targeted player so we can all throw tomatoes at them.
a chat option to only see ppl in your friends list would be a great option to have. level specific channels could also be helpful. zone chat for levels 4-15 could be moderated by people to answer new player questions. also to ban gold spammers on the spot. anyone over level 15 could enter this zone to assist new players with questions. or block it completely like you can now do with the different chat channels.
you could also limit duplicate entries to once every 90 seconds or whatever would be deemed as acceptable. of course all of the strides that the devs have already taken with flagging specific words, letter combinations, etc...
i know it's a constant battle... but the harder we make it for these spammers, the better it is for us.
