This is not so much a bug as something I think was not well thought out, or if it was, I would like to provide a rationale for changing it.
Every weapon and artifact in the two new professions requires residuum or a rare Profession material. The only tasks that give PXP that do not require an ingredient that is dropped as loot are the gathering and refining tasks. This means that leveling is either going to be very slow or is going to become very expensive.
Residuum prices are steadily climbing already, and I suspect it won't be long before it starts to become scarce on the AH as a significant percentage of players level their new Weaponsmiths & Artificers. All other professions offer leveling mechanics that require no dropped items at all 3 tiers of their professions. The two new ones do not.
I would like to implore the devs to add some common weapons at each tier of the two new professions so that they can be leveled without having to grind or buy residuum (or plod along with only gathering/refining pxp).

I agree. The new professions leveling tasks are too much of a rare resource suck.
