Level 60: "You may not send private messages until ...."

I keep seeing this message on all my characters since Feywild (yes, before the mini patch to fix the lockbox silliness), when I attempt to whisper/tell anyone:

"You may not send private messages until at least one character on your account has reached level 15, you have purchased a Founder's Pack, or you have transferred Zen into the game."

Needless to say, I have multiple level 60s and they all get the same message.

Is this happening to anyone else?

It's making grouping and trading a nightmare...

    Apparently, this is yet ANOTHER critical bug that was reported two weeks ago on preview, and devs simply ignored it...

    I think there is a link missing!
    I reported this to all and sundry, GM, Bug reports, fora, PMs, CS!

    Someone PM me when it's fixed, I'm out of here until I here there has been a 'night of the long knives' & bugs are getting fixed by the inheritors!

    I can't believe this. I guess they ran out of time before the Feywild launch and couldn't get to everything that needed fixing.

    It also explains why they aren't rolling the servers back. Because in the grand scheme of things the nightmare mount issue is a relatively minimal problem. They have their plate totally full right now trying to fix the other bugs which made it through to the live server.

    I was pissed earlier, but, I'm not really mad anymore. This is just another example of a greedy publisher forcing the developer to do things poorly when they are talented enough to do them properly.

    It's OK Cryptic, I forgive you. I'm not playing another PWE game again though. I'll still play this one though, you know, sunk coast fallacy and all.

    Same has happened to me.

    Also I can't even select what quests I want - I have all of them.....
