When will builders be able to put boss encounters in their quests with dungeon style hit point bars, souped up stats, powers and customization?
I'd like these options in the special tab: special encounter
These options in the encounter box when clicking on the layout encounter: sound override, so my costumed orcs that look like hairy cave men and women, won't cry out in orcish, 'for Gruumsh!'
And deathjump spiders in tiger suits, won't spit webbing or go into spell casting pose instead of clawing the air occupied by the adventurer.

While this is not available - authors have come up with several work-arounds to create similar effects, this include "self-respawning" enemy which is simply the same costume on a progressively more difficult set of encounters each appearing when the previous objective is complete - adds appearing with timers (or by using multi-char encounters with the "respawning boss" approach), and mixing it all up with various special effects.
I would love to see an ability through the special menu to mark an encounter as a boss fight which gives additional abilities and a tougher encounter but this is likely very tough to implement without allowing for massive exploitation risk so don't hold your breath.
In the meantime the very creative crowd of people writing foundry quests will keep finding ways to use what we do have to achieve what we want and make "Bosses" that are truly and ever-more challenging to defeat.

I will be happy with a budge of 1 boss encounter, that way people cant add a room full of bosses
