I went through the patch notes and didn't see anything on this. So not sure if this is planned or note. But...
All of my abilities that do damage only have one damage number now. They used to have two numbers where the first is the actual damage and the second is the base damage (before defense and armor pen). The base damage number now is just a zero always.
Now only incoming damage has the 2nd number. Tested in PVE and not PvP since the queue has not popped yet.
Example outgoing:

I still have this issue myself playing on a Trickster Rogue, but I have saw Control Wizards hitting the target dummy and the 2nd base damage number is showing up as I watch them.
So this may be TR specific or it my be that player just never sees their own outgoing base damage.
