How to change forum Title.

  . . . . . To gain access to your forum title, please log out of the web site and then log back in (if you haven't since you bought a pack). This will update your permission groups. Now go to your Control Panel (User CP) up top. Then click on "Permission Groups" on the left and you'll be able to select a title from your available forum title.
  
  . . . . . I added quick links to the places, but wanted to show you the steps for future use. If your title is not in Permission Groups, then you may need to clear your cookies and cache and try again. If it is still not there, let me know and I'll tell you the proper steps to file a bug report for this specifically, as that may mean there is a billing issue.

  how do i create a new topic? there is no button for it...

  . . . . . Click Forums Tools on the top of any forum, then Post a New Thread. If this is the first visit to our Neverwinter Forums on your account, you'll need to wait several days before the system allows you to make new Threads, as part of spam prevention.
