Healing Word and Recovery?

I not max level yet, but i hit level 43 and stacked a lot of recovery, however healing word don't seem to be effected by it so far? is HW cooldown a fixed ammount? or is the tooltip countdown not in actual seconds? because countdown seem the same as it was from lvl 5

    fixed amount, all charge usage skills have a set cooldown, hope this helps!

    Sadly expected as much, shame, would been nice it recovery did affect it.
