Trample the Fallen + Battle Trample Question

I had a question in regards to the passive Trample the Fallen and Battle Trample. The GF's passive allows us to deal more damage to a foe who is being controlled. The Battle the Trample feat amplifies this, and also adds some threat. My question is this, when is the foe considered under control?

For example, if I use bull rush and knock a foe down. When that damage is calculated is he under control or would the following attack [When the foe is on the ground] be considered under control?

Trample the Fallen [Passive]
When a foe is affected by control powers, deal 5% more damage to it.


Battle Trample [Feat]

When Trample The Fallen would cause you to deal more damage, you also gain 5/10/15/20/25% of your weapon damage in Threat and deal 5/10/15/20/25% of your weapon damage as Physical Damage.

    Whether or not the target is affected before or after is moot really. The reason being is in a 5-man dungeon your target(s) will likely be under some form of control the majority of the time. Well, at least from my experience.

    Unless there is some kind of threat coefficient to weapon damage, Battle Trample looks like an awful feat for both threat and damage.

    The passive, however, looks handy in both PvE and PvP.

    I was more or less wondering from a PvP stand point. So if I did Bull Rush, followed by Lung. Would Lung only benefit from this passive or would both?
