I started to play with my friend right from the start. We've done everything together and we seem to always be hanging a few levels behind content. At some point we were even too low to take a quest from Knox so we had to go PvP until we dinged the next level. We were 28 when we went into a 31-32 area.
I guess it's because XP is shared but maybe they should add some kind of group-bonus? I'm sure the devs should encourage players leveling together?
don't forget the Foundry quests, even with all my uberness I found some XP/leveling flat spots along the way.
this maybe working as intended to get players to (as you said) try pvp and the Foundry quests.
the Foundry rewards are not even worth picking up, but some quests are well written and worth your time.
yes we have being requested to do that since long ago XD however they have not done any update on that XD the reason is probably because all the content in the gave can be soloed (exept skirmishes and dungeons that require a party of 5) and usually if you do that you outleve the content pretty quickly so if you are playing with groups and feel that you are left behind rejoice sinced is going to be difficult for your to miss any skirmish or dungeon XD lol
Everything works out in the end . If it hasn't worked out yet, it isn't the end...

Everyone gets the same XP from quest turn-ins (which are the major source) but groups have to share the XP for killing mobs. If you don't want to do skirmishes or Dungeons you will fall behind the level requirements. In this case i usually slot the +XP enchantments in my utility slots and it works out fairly well. (3%*3 utility slots = 9% which is about enough.)
