Hey guys give me a few tips on rotation for leveling and maybe Dungeon encounters to fit. I have Repel to [Tab] seems the easiest to me but should I have another mastery there. Also what do you lead off with while leveling to best stack chill and be the most effective.

Put chill strike in your tab. Lead off with that for every pack. You'll likely one-shot all the minions.
You can then use entangling force to lift the big guys, then ray of frost them to freeze them while they're in the air. Finish them off with some magic missiles and move onto the next. If you need more time, you can also repel the big guy back and start all over.
But leveling up, between ray of frost and entangling force, you should be able to lock down a big mob nearly 100% of the time.

Honestly I love it.
I first did not but then:
Ice Conduit + Chilling Cloud rest of time for group of minions and others is very lovely. Aoe killing them very quick.
Chill Strike should always be in your Tab Slot for dungeons/solo. Should pretty much be like Ironzerg said.
Chill Strike will nuke most weak adds and deal a good amount to Elites. Repel is eh. Only use it for CC when it's needed, or on a sure kill. It's highly annoying when bad CW's use Repel as a form of DPS. It's even more annoying when it's slotted in Spell Mastery. It just lowers the DPS of your whole group. Shield is much better in terms of damage and AP generation. Anyway, your early level rotation should be
Chill Strike - EF - RoF - CoI
25+ should be
Dungeons: Chill Strike - EF on Elite - Arcane Singularity - Shield Repulse - Icy Terrain. Some people like Sudden Storm for raw DPS. Icy Terrain locks targets down, does mediocre damage and constantly applies Chill until it freezes the target granted they stay in AoE area, so it's up to preference.
At 35+ you can swap Icy Terrain for RoE for fluffing party damage which I like to do. I'll take Icy Terrain depending on the battle though.
45+ you'll want to start incorporating Steal Time into your rotation. You can drop EF at this point if you want as you'll have more than enough CC with AS. Chill Strike will stay in your Mastery slot almost 95% of the time in PvE. Only time you'll drop it is for Boss fights or edging which you'll slot Repel/Shield. All preference.
