Per the sticky, Gauntgrym is currently turned off due to some issues that was locking people out of the game after doing the phases.
When it is turned back on, you will need to be a member of a guild who has allied with one of the two factions. You will be able to queue up for the PvP part while phase 2 is active on the event schedule and for the dungeons while phase 3 is active. The first phase takes place in the Gauntgrym zone and doesn't require you to queue. Same goes for the PvE part of phase 2.
