I read on another thread that tenebrous rune have been getting a timer reduction on proc's to arround 20 sec. sometimes you ge back to back proc's other times but, more the normal now (according to the people who parsed it) it is every 20 or 17 seconds. So is is still viable to run 6 Greater Tenebrous or will 4 or 2 work out better when you can focus on other stats that will help with speed/recovery and Hitpoints? Currently I am running 4 Greater and 2 tenebrous runes on my GWF. I am debating on removinig the 2 non greater in favor of other stat aug or Hp which would increase damage a little bit more.
PvE - Are you currently soft capped at 24% ArP / What's CRT %? This can be capped with a Buff Pet (Stone/Cat). Which Armor Set do you have what is your Feats build? All of these things can make a difference in what enchants works better.

I don't do PVP right now. So Mostly PVE based. I am at 1958 Armor pen with 19 or so in Con My concern is revolving arround recovery which is really low arround 1200. I am using a Cat to push armor pen and other stats to my character. I am also running full AOW armor set and ancient gear where possible with a focus arround arpen/crit/recovery I am 31.8 crit rate with a 90% severity.
so according to the Con description I have a additional 9% Armor resistance ignored. so that puts me ~5% over the cap. So if I am reading it right I can actually swap out probabaly a aug or 2 off my pet for recovery and put on some of the additional recovery points I am looking for. I am running Instigator build.
So back to the origional question on Tenebrous enchantments is 4 enough or should I go for 6 greater for the additional damage or try to boost damage even more with other stats.
Don't buy Tenebrous for PvE. They are horrible in PvE.

And the cooldown is 20 seconds on the SERVER side. Meaning if you break up each minute into 20 second segments (1-20) (21-40) (41-60) You can have a proc during each one of those. This means that if you are lucky in PVP and proc on second 19, you can have a 2 sec CD and proc again on second 21. But then cant proc until the next CD...
So in PVP it didnt lose much, but in PVE it got nerfed to kingdom come...

Depends on your stats. I am still lvling my GWF but play a GF normally and I assume they are similar.
I would stack ARP to the max af around 23% you can use Con to do this as well or a pet. I would then start stacking power/crit/recovery for PVE damage.
Recovery is amazing in boss fights (and what really matters). Power is good for pure flat damage increase and crit is well.. crit and arguably not AS important in PVE scenarios. In PVP it is.
What I would probably do if I were not stacking tene is do power/crit on my gear and socket my pet with recovery power gear that way you have good crit on your gear for pvp when it matters and good recovery/power in PVE when it matters...
I would say if your looking at a tene enchant (not a great) or a rank 7 enchant I would do rank 7... Regular tene is strong but your losing alot of PVE damage... Greater vs rank 7? Ill go with greaters.. but thats 10x more expensive.....
