Your in different instances probably. Check the blue button at the top right of your minimap, mouseover it, it will say what # your on, or there's a button on the main map at the bottom right. You both need to be on the same one.
To invite your friend to party you can use the command /invite and type part of your friend name, if he/she is online the game will give you the option to autofill, then when you both are in party, either your friend or you can right click on your party member portrait and select transfer to their map, only one of you needs to do it.

You can also type /who <name> using the first part of the name without the handle, it will pop a window up showing anyone with that text in their name, you can right click the names in that window to invite too.
Ask them to right click their portrait, this will show their handle, the @ bit after their name, you need that to be able to invite or when you do the /invite name it will return an error. You do both need to be on the same map though I think or it might not find the player..
Both go to protectors enclave, takes a few mins to go through the quests to get there.

I don't think theres anything that would stop you seeing someone else on the same instance of the same map on the same server.
