That'd be almost impossible to pull off, with as many instances as there are in PE plus 3 servers...
As a software developer I have to say that impossible, which is really just a level of improbable approaching infinity, is mitigated by skill and motivation.

I don't think they have enough staff to pull off a boss in every instance of PE on all 3 servers... The programming bit wouldn't be the issue...
As neither a dev (nor a serious gamer by some of the standards and comments set here in the forum and in game) but as a player of an open beta (my first) I had lots of fun with the event and with the QQs that came from it. A job well done imo.

Although the "invasion" event was pretty fun, I really wish there was some way it could have involved some sense of urgency. Even if no one did anything at all to fight the "invaders," nothing would have happened. There was no threat, so we still had to role play that the enclave was actually being invaded. But if there was a threat, and we legitimately had to work to protect the enclave, and there was a real chance we could lose... imagine how awesome that would have been. Essentially, what if the devs presented the gamers with a problem that even they didn't know for sure how to solve?
Like Itdansot says, any obstacle can be overcome, from a programming perspective. Neverwinter Online is a fun game, but it's also really safe, predictable and standard. It has yet to pull something risky off that really makes it stand out.

As a software engineer, I have to say that the post you're referring to is a person wishing for actual human controlled NPC's spawning in every instance, of every P.E. on all three servers, while not impossible, improbable. Not a developmental constraint, this is a lack of support constraint.
...Hell, it takes their support team two months to answer a ticket...
