Guild Events Interface

So, I'm a little confused by how this tab in the guild interface works.

I set an event to occur at 3 PM, and run for 3 Hours. That means it should run from 3 PM to 6 PM.
In the guild event listing, however, it shows the event starting at 6 PM and running until 9 PM.

Is this a bug? Is it tied to a time zone without indicating it?
Should I be setting the event to start at 12 PM?

Is it going to show a different time to each user, based on their local time?

I'm lost at what I'm supposed to be doing.

    I have been messing with this for hours and still end up at the same thing. Either it pushes everything 3 hours ahead, and still never starts, or I have been pushed a day ahead!
    I cannot find anything so far that shows an explanation for this... and it is going live on the 20th??

    We still having this problem.

    We want to make guild event but its not possible because of this.

    The problem still persists. Is it a timezone problem?
