Get rid of the instances/teams, and make contested zones content. You don't need to change the current glory model, because uber T2+ geared pvp'ers are always going to rule current PVP instances anyways, but allow rogue created traps to 1 shot kill, and give them that skill (Thievery), as well as clerics to be able to create wards of protection (religious), GWF/GF to build defense perimeters (dungeoneering), magic Glyphs for CW, etc. to take those ubers off the pedestal a bit, but create counters (like you do currently with kits per class) that requires a four or five second save roll. Throw some T2/T3 specific dungeons in there with bind on pickup drops to strive after, and let the carnage begin. This is the way to fix pvp IMHO.

Well, look at the success of Planetside 2.. Indisputable really, as most of my friends that have left here over the past month are on over there having a ball.
