Seems to me that in some areas(towns) of the map you encounter large clusters of enemy and if you agro one group,it seems to agro many others because they are so cluttered together in a small area.I experienced this in some areas(towns) and not others.I experienced this in a quest from Sergeant Knoxx at an Inn(name escapes me at the moment).I walked outside and the entire area was littered with enemy and you couldn't move without agroing any of them at the same time.Quite frustrating.Is this normal for some areas?

The inn is the Old Dirty Dwarf Inn at Helm's Hold.
That part of town is dangerous.
You'll need to kill them off quickly, before the first one you've killed respawn again,
and come after you again, leading to near endless stream of mobs.

Yes,that is one of the places and you are exactly right.They respawn before you have a chance to take out the current group you're on.Frustrating as hell.By the way,is this game designed to be "solo quest freindly" throughout or do I need to team up as I level up more? Currently I am level 38.

The entire game (other than 5 man dungeons/skirmish) can be completed solo. Only 'possible' exceptions to this is the birthing pools and Illithid enclave missions, I do not recommend anyone try them solo unless in t1/2 gear.
Having said that, the difficulty does ramp up considerably after lvl30, which I liked a lot. Everything below 30 just felt like an extended tutorial for me due the ease of progression. After 30 you need to learn a little more situational awareness, know there's another mob just to your left so dont dodge that way ect. It's a matter of learning and adjusting your playstyle is all, and not to mind the occassional death now and again due mostly to your own mistakes/misjudgements/misstiming.
