Ever since the patch the fixed the big Auction House exploit, I have been having these graphics glitches that are making the game almost unplayable.
I have tried every different quality setting and tweak in the game. I have tried different drivers. (Clean installs). Even though my card benchmarks fine and functions perfectly in every other modern game I have ... I even took the card out and cleaned it and re-installed it.... same thing persists.

No matter what I try ... DX 9 or DX 11 or any other quality or driver setting within the game. And yes... I have checked and set back to default all of the Geforce settings.
I play more than a few other A list games and they are all performing just fine ... with no issues ... and on high detail.
I dont have a lot to contribute other then the obvious and a bit of encouragement.
I think you are on the right track with suspecting a driver issue or a settings issue and not one with the game specifically. It actually looks like a direct3d issue to me but I have no real basis for that other then similar looking errors in other games. Here are a list of things you likely have already tried but this is what I would do.
Also, you probably didnt get many responses because you have done what most of us would already do. eg change settings, updates, and reinstall. The only reason I responded was I felt bad for you because Ive been there before.

Done the clean installs of the game ... new drive and older driver...
I don't think its a DX issue but I will try that when i get home ... since i have not done so yet.
But DXDiag comes up fine as well as PCMark tests. SO I would doubt its a DX issue... but I will try anything.

Maybe somebody in Customer Support will see it next week. (If I can keep it from getting buried.)
By the way ... I also did an uninstall and fresh install of the game... no change
