it is supposed to instantly recharge after a kill, it works in pve ,but in pvp a kill doesnt recharge prophecy of doom when active on a player and he/she is killed, this is highly annoying
also i have serious doubt about the power and its effects.
it doesnt seem to do anything with defense or resists of a player or enemy npc.
i tested it with and without the debuff (prophecy of doom) on enemy and my damage doesnt seem to improve
therefor it is almost certain that this skill is not working as intended, but could be wrong as it might be so ridiculously low that you dont notice (and therefor also reason for it to be investigated) maybe all of the effectiveness went into ray of enfeeblement for cw as it resist debuff component at least works ..
the action points gained after a kill does not seem to increase when you go from rank 1 to 2 and 3 it does nothing or rather so little it must be broken otherwise what is the point of spending 2 more points in it beyond the first rank ?
broken feats, broken skills you must have your hands full !

This is true as i was literally just testing it before the server went down. When you use it there's almost no defense reduction at all on a mob or dummy , i do the same damage as i would with Sacred flame. However in the PvP situation , it SOMETIMES recharges instantly and sometimes doesnt at all , maybe there's a cool down on it on how many times it can recharge and its not stated but as of now you're right that it doesnt decrease defense for **** and needs to be looked at.

As a matter of fact , when i use it with a Divinity tick , i ****ing do LESS damage with sacred flame which is unreal
