Ever since the patch of 2013-05-25, I have been having issues with stable frame rate. I have updated drivers, reduced to minimum graphical settings, added exceptions to my router and AV program and still experience huge drops in my frame rate even on minimum settings. I am certain that is not my machine seeing that I can play Bioshock Infinite on ultra settings, GW2, STO, Super Monday Night Combat, and Firefall with no frame drop once so ever. Which leads me to believe that the drops in fame rate is associated with network traffic (zones with large amounts of people) since when I go to zones with less people in the instance it runs fine (both in and outdoors). But I find it weird that the dropped frames make it look like my machines GFX card is having a hard time to keep up.

I too have had frame drop issues since the morning patch on 5-25. I have tested most of the graphics settings, and rebooted my router and modem to no avail. Mostly noticed this while leveling my GWF in Helm's Hold, as well as Throne of Idris on my Cleric. The frames were dipping to low 30's at some points which is extremely unusual for me. I almost never dropped below 55-56 before this morning.
Same, been having weird framerate issues. It seems to just "drop" frames, especially in certain dungeons (frozen heart) for no evident reason. My hardware tuning utility says it stays at a consistent 60fps, but frames are dropping out like crazy. It isnt my card or my drivers (using more recent WHQL drivers and a GTX680), its something that just started with the most recent round of patches.
