I actually like the limited ability trays in Neverwinter. It negates a lot of the screen clutter found in most MMOs and streamlines play in a more immersive fashion. However, the one thing lacking that would make it perfect is the ability to switch trays. A key to switch trays would allow a player to set up a tray for trash mobs, and then one for bosses. On my Rogue and my Guardian Fighter I spend about 80% of my time needing AOE abilities, and just a small amount of time where I need to focus on one target.
Switching trays in Combat may not be a good idea, and I think would make the game too easy to be able to switch on the fly. However, switching out of combat would keep game play just as it is now but players wouldn't have to wait on each other to reconfigure their ability tray before boss fights.

I really like this idea, and was thinking of something similar the other day. I never thought about the 'ease' of switching, so I do agree also on making it out of combat only. So many times I go from pvp to pve (normally gotta be quick about it) and have to spend that time rearranging skills. Right now I can think of 3 skill compositions I use and switch between on a regular basis and im sure other people do too.
