I dont have any arcane stacks since i dont use MM. Is it still worth it to use ray or will the debuff drop off super fast?

I use RoE for solo leveling since it really speeds up killing those tougher than usual mobs, like those giant devils in Helm's Hold, for example.
It just takes a little getting used to, switching my tab power back and forth between RoE and Chill Strike, depending on whether I need AoE or not. I have both spells slotted anyways, so it's just a matter of swapping them right on the bar; no need to scroll through my Powers menu.

There is absolutely no reason why you wouldnt be using MM as your main at-will EVEN if you are a chill build. No other at-will even comes close to the damage that MM does. Plus what else would you be using? Both Chilling Cloud and Storm Pillar are utter garbage.
As far as RoE, yes it is very much worth it to put 3 points in it. It's a must have for PvP, and very good vs. bosses. However while soloing, I generally don't slot it.
As a renegade wizard, I rarely slot RoE (although I have it maxed). My rotation is more with AoE spells (shield, tabbed chill strike, sudden storm and entangling force or avalanche) and it works well. However, when I have to pwn one of these big mobs (or boss at the end of a dungeon (solo or not), RoE becomes a must (replacing entangling/avalanche or shield depending on the mob's immunity and the need to hae a PBAE push back). It speeds these kills so much it's incredible!
I think one of the beauties of the wizard is that we can spend most of our skill points on encounter skills (we really need 3 daylies and 2/3 yellows). This gives us a few staple skills (I never remove storm or chill strike but your mileage may vary) and a lot of adaptability to compliment these cores skills in order to react to a situation, this is just what RoE is for me.
I've been working on getting the most from my "Chill" effects, so I've stayed away from it. However, one day I will shift my build to try and optimize Arcane Mastery and Mitigation.
You don't need to pity me. I am level 44, and use tabbed Conduit, Sudden storm, force choke, and Ice terrain, with ROF as my at will. I survive and destroy stuff just fine and most stuff is frozen of chilled half the time. IF MM was the only way to play that is bad design and would need to be fixed, but its not.

But yeah, its used for single target damage. Obviously not for AoE. It just depends on which type of dmg you're going for.
